受美国消费品安全委员会（CPSC）监管的产品（如儿童服装、玩具、穿戴服饰及其他消费品）均须进行特定测试，而进口商亦必须保存完成测试后所取得的证书。这些证书在报关时不需要提交海关或CPSC，但如海关或CPSC向进口商提出要求时，进口商必须能够提供相关证书。美国将会在7月8日起，强制美国进口商或收件人在网上备案CPSC类产品，大概600多项（附表供参考）。
 以下3种情况需要寄件人提供在商业发票的数据有所不同：
 1、如果美国进口商或收件人没有完成备案的，寄件人一定要在商业发票（CI）或附加页中提供完整的CPSC PGA讯息组（Message Set）（即CPSC证书中所载的7项数据元素）；

• Global Trade Item Number (Product ID) 全球贸易商品代码（即产品唯一识别码）
• Date of manufacture for the finished product 成品生产日期
• Each CPSC rule that has been certified for the product under 16 CFR part 1110  产品已认证的所有CPSC规则
• Name and address for the manufacturer, producers, or assemblers   制造商、生产商或组装商的名称和地址
• Date of the most recent test for compliance with applicable CPSC rules 最近一次合规测试日期
• Name and address for the compliance testing facilities  合规测试机构的名称和地址
• Contact information for the party maintaining records of test results  测试结果记录保存方的联系方式

 
2、如果美国进口商或收件人已备案，寄件人可在商业发票上提供登记后所得的参考讯息组（Reference Message Set）（即由CPSC成功登记后提供的3项识别数据）：

• Product ID     A unique identifier for the product being certified  产品唯一识别码
• Certifier ID    The unique identifier created by the certifying importer  认证进口商的唯一识别码
• Version ID     The unique identifier for the specific version of the product certificate  产品证书特定版本的唯一识别码

3、免责声明（如适用）。确定产品是否适用免责声明（disclaimer），并在商业发票（CI）上提供注明下述信息以支持该申报。

      A = product is not regulated by this agency      A=产品不受该机构监管
B = data is not required per agency guidance   B=根据机构指南无需提供数据
